The Independent National Electoral Commission (INEC) has activated a strict zero‑tolerance policy for operational ambiguity as preparations intensify for the 2027 General Elections. INEC Chairman, Professor Joash O. Amupitan, SAN, announced the new directive on Monday, September 7, 2026, while addressing Administrative Secretaries from all 36 states and the Federal Capital Territory at a two‑day Strategic Operational Workshop in Lagos.
Amupitan said the Commission is determined to transform the successes recorded in recent off‑cycle elections—particularly the Osun governorship poll—into what he described as an “unbreakable national standard.” To achieve this, INEC has introduced a co‑created, data‑driven Administrative Secretary Master Operational Tracker Template, now fully linked to the Election Monitoring and Support Centre (EMSC).
The new tool will function as a real‑time readiness dashboard, enabling INEC headquarters to monitor state‑level logistics, material distribution, and staff training without relying on last‑minute interventions. According to the Chairman, the system is designed to replace “reactive panic” with proactive, evidence‑based management.
Addressing the secretaries as the “engine room” of INEC’s operations, Amupitan warned that institutional shortcuts and political interference would not be tolerated.
“If you tolerate shortcuts, shortcuts will multiply. If you tolerate political interference, neutrality will deteriorate. Your responsibility is to build an administrative culture capable of delivering a credible election,” he said.
He reinforced the message with a quote from former U.S. Secretary of State, General Colin Powell, reminding participants that success is rooted in preparation, hard work, and learning from failure.
The workshop, described as an election‑focused “boot camp,” is stress‑testing five core operational pillars critical to the 2027 elections:
- Voter Registration & PVC Distribution: Ensuring seamless PVC collection as Nigeria’s voter roll approaches 100 million.
- Logistics & Material Management: Strengthening the receipt, auditing, and secure deployment of sensitive election materials.
- Electoral Technology Mastery: Deepening institutional fluency in BVAS, IReV, CROMS and other digital tools.
- Human Resources: Enhancing recruitment, vetting, and technology‑based training for ad‑hoc personnel.
- Financial Compliance: Enforcing automated workflows and strict adherence to procurement regulations.
Amupitan urged the administrative heads to challenge assumptions, identify state‑specific bottlenecks, and ensure that the daily operations of their offices are fully primed for the 2027 polls.
